أكد مدير عام بلدية المنامة يوسف الغتم أمس (الإثنين) أن حجم النفايات المنزلية المزالة خلال النصف الأول من العام الجاري بلغت نحو 98 ألف طن، أي بمعدل 533 طنا يوميا. وأشار إلى أن شركة النظافة المكلفة بتنظيف المنامة تقوم بعمليات جمع النفايات من الحاويات في الفترتين الصباحية والمسائية.
وأوضح أن بلدية المنامة تتابع يوميا مستوى النظافة في الأحياء السكنية والطرقات الداخلية والرئيسية، إذ إن المخلفات لا تبقى في الحاويات أكثر من 24 ساعة، مؤكدا أن العمال المختصين بتفريغھا يعملون على مدار الساعة بھدف المحافظة على مستوى النظافة.
وذكر أن البلدية لا تألوا جھدا في إزالة المخلفات في جميع مناطق العاصمة، كما أنھا مستعدة لاستقبال أي بلاغ متعلق بالنظافة من قبل المواطنين من أجل الحفاظ على مستوى النظافة.
وأوضح الغتم أن النفايات المنزلية ھي أكثر النفايات المزالة حيث بلغت نسبتھا 62 في المئة من إجمالي المخلفات المزالة يلي ذلك أنقاض البناء والمخلفات الصلبة بنسبة 21 في المئة والتجارية 15 في المئة بينما لم تتجاوز المخلفات الزراعية نسبة 2.5 في المئة، كما تمت إزالة نحو 1280 من الحيوانات النافقة وعدد 61 من ھياكل خربة
وأكد أنه يتم كنس شوارع وطرق منطقة المنامة بواسطة سيارات الكنس الآلي في مختلف مناطق العامة إذ يصل إجمالي طول ھذه الشوارع والطرق نحو 287 كيلو مترا، ويتم كنسھا بواقع 3 مرات في الأسبوع
وتابع بأن ھناك بعض المناطق في العاصمة مازالت تستخدم خزانات الصرف الصحي بسبب عدم وجود شبكة المجاري، وبالتالي تقوم البلدية مع الشركة بنزف ما يقارب 5392 بلاعة في المجمعات ( 346 و 353 و 380 و 381 و 382
ومن جانبه قال مدير إدارة الخدمات الفنية نوفل الكوھجي إن الشركة المكلفة بالنظافة توفر في الفترة الحالية 22 سيارة كابسة تجول مختلف مجمعات العاصمة لتفريغ الحاويات التي يبلغ عددھا نحو 4616 حاوية تقريبا.
وأضاف تجنبا لتراكم النفايات أمام المباني تقوم البلدية بالتعاون مع الشركة بمراقبة حثيثة بسرعة إزالة النفايات بصفة مستمرة تجنبا لتصاعد الغازات السامة والروائح الكريھة وتجمع الحشرات وخاصة في الأماكن ذات الكثافة السكانية العالية

98,000 tonne garbage haul from governorate
AROUND 98,000 tonnes of garbage was collected in the Capital Governorate in the first half of this year, it was announced yesterday.
Cleaning company GCCC removed a daily average of 533 tonnes under careful supervision to ensure that nothing is left behind, said a top municipal official.
He said that 62 per cent of the governorate’s waste was domestic, while building refuse accounted for around 21pc, commercial for 15pc and agricultural for 2.5pc.
A total of 1,280 carcasses were also removed from the street, in addition to 61 abandoned cars.
Manama Municipality director-general Yousif Al Ghatam said that waste was being removed round the clock to ensure that nothing remained at the beginning of the next day in any dumpster or doorstep.
“Cleanliness is an Islamic principle that everyone should abide to, which is the case with most people in the governorate,” he said.
“However, there are some who have to further commit to leading a clean life.
“Yes, it is our job to keep the place clean, but it is the people’s role to ensure that waste is at an acceptable level.”
The GDN reported earlier in the month that municipal officials expected domestic waste in the governorate to increase by five-fold during Ramadan.
This attributed to the fact that people in general cook irresponsibly during Ramadan, which results in an increase in kitchen waste.
The Manama Municipal Council said it was concerned that sanitation workers would simply be unable to cope with the massive increase in household rubbish.
It now plans to launch a campaign to stress the virtues of cooking responsibly.
Municipality technical services director Nawfal Al Kooheji told the GDN yesterday that the cleaning company used 22 trucks to remove all garbage from the governorate’s streets daily.
“The company empties around 4,616 large dumpsters daily and is doing its best to ensure that nothing is left behind,” he said.
“It is unhealthy for garbage to be left unattended to as it emits bad odours and attracts insects. This is something that no one wants to happen, especially in highly populated neighbourhoods.
“There is a support of 203 cleaners who walk around the governorate’s alleys 24-hours-a-day to clean-up whatever is thrown between collection schedules and ensure that the roads are swept.”

وجاء في القرار: بعد الاطلاع على قانون البلديات الصادر بالمرسوم بقانون رقم ( 35 ) لسنة 2001 المعدل بالقانون رقم ( 38 ) لسنة 2006 ، وعلى اللائحة التنفيذية لقانون البلديات الصادرة بالقرار رقم ( 16 ) لسنة 2002 المعدلة بالقرار رقم ( 16 ) ( لسنة 2006 ، وعلى قانون الصحة العامة رقم ( 3) لسنة 1975 وتعديلاته، وعلى قانون تنظيم المباني الصادر بقانون رقم ( 13 لسنة 1977 ولائحته التنفيذية وتعديلاتھما، وعلى المرسوم بقانون رقم ( 2) لسنة 1996 بشأن إشغال الطرق العامة ولائحته التنفيذية، وعلى المرسوم بقانون رقم ( 21 ) لسنة 1996 بشأن البيئة وتعديلاته، وعلى المرسوم رقم ( 23 ) لسنة 2009 بتنظيم وزارة شئون البلديات والزراعة، وعلى القرار رقم ( 1) لسنة 1977 المعدل بالقرار رقم ( 5) لسنة 1977 بشأن تنظيم جمع القمامة والتخلص منھا، تقرر الآتي: يحظر على المطاعم والمقاھي والمحال العامة أن تلقي أو تضع أو تترك القمامة والقاذورات والأوراق المھملة والمخلفات بجميع أنواعھا الناتجة عن أعمالھا، أو كل ما من شأنه سواء كان منقولا أو أية مواد أو أشياء بالخارج أو في الشوارع والطرق والممرات والأرصفة المجاورة لھا، تؤدي إلى عرقلة حركة السير أو إعاقة أو إشغال الطريق العام أو تشويه منظر المدينة وجمالھا وواجھات المباني، أو الإخلال بالصحة العامة والإضرار بالبيئة وتلويثھا
وأوضح القرار: يجب على أصحاب المطاعم والمقاھي والمحال العامة وغيرھا حفظ القمامة والمخلفات الخاصة بھم في أوعية خاصة يكون لھا غطاء محكم بحيث لا يقع أو يتسرب أو يسيل شيء من محتوياتھا، ووضعھا في الحاويات المخصصة لذلك، وفي خلال الميعاد المحدد الذي يبدأ من الساعة العاشرة مساء وحتى الساعة السادسة صباحا، وذلك لنقلھا بواسطة الشركة المختصة بالنظافة. و أضاف : يلتزم أصحاب المطاعم والمقاھي والمحال العامة بمراعاة التعليمات والأنظمة التي تحددھا الإدارة المختصة بالبلدية في شأن جمع القمامة والمخلفات الخاصة بھم، وعليھم بوجه خاص المحافظة على نظافة ھذه المحال وما حولھا وعدم الإضرار بالبيئة المحيطة بھا
وتابع القرار : على الإدارة المختصة في الجھاز التنفيذي بالبلدية تنفيذ ھذا القرار، واتخاذ الإجراءات القانونية المقررة قانونا تجاه من يخالف أحكامه، يعمل بأحكام ھذا القرار اعتبارا من تاريخ نشره في الجريدة الرسمية، وعلى الجھات المختصة تنفيذه كل فيما يخصه

AN awareness campaign on a new garbage collection system for Manama has been extended to November to cover wider sections of the community.
The new system had been scheduled to begin earlier this year, but the date has been pushed back to further increase awareness.
The GDN reported in January that the Manama Municipal Council had already started contacting Bahraini and expat organizations about the new plan. The scheme, which begins with a three-month trial, marks an end to large skips, which often end up overflowing with rubbish. Alternatively, people will be able to use smaller public bins or leave garbage near their front doors for collection between 9pm and 11pm. Council services and public utilities committee chairman Sadiq Rahma said that the scheme was postponed to give more time for the awareness campaign it had put together to become effective. “It requires more time to let people be aware of this campaign,” he said. “Only then will the new system be successful.” Mr Rahma said he has already met Indian Ambassador Dr George Joseph to discuss raising awareness of the new scheme in the Indian community. “We are trying to meet every community head or official to help us raise awareness,” he said.
In September, neighbourhoods in the Capital Governorate will be presented with brochures explaining the new system and board signs will be placed on the streets. “The awareness campaign will run for two months to make sure everyone understands the new system,” he said.
“After this the system will be introduced in November in blocks 314 and 330 in Naim and gradually move to other neighbourhoods. “It will slowly be implemented to cover my constituency (Manama suq area, Naim, Ghufool and Burhama),” said Mr Rahma. “Later it will move to other areas until it covers all neighbourhoods in the governorate.” The council had been receiving complaints from people about smells from large containers placed in front of their homes where all their neighbours dump refuse to be collected by cleaning companies. Large containers in old neighbourhoods were also causing traffic congestion in narrow lanes. Mr Rahma maintains that such containers take up a lot space, which meant that people had less space to park their cars. “Our system is simple, people will just have to keep garbage bags in front of their door steps from 9pm to 11pm for cleaners to collect them,” he said. “They can also easily drop off their garbage bags in containers off the main streets, outside their neighbourhoods, anytime of the day.”

Impose fines
THIS is with reference to the letter ‘Too lazy to even use rubbish bins’ (GDN, June 30). The photograph doesn’t fit the article. What I see is garbage bags surrounding these overflowing garbage bins. What is needed in this area of Muharraq are extra garbage bins. But I have actually seen open garbage bins (in other areas) which are half full and garbage bags kept outside the bins! What does it tell us about the people of Bahrain? They are simply too lazy to push the pedal of these new garbage bins, so they are permanently left open until the workers empty them. We will never see any improvement in cleanliness unless fines are implemented seriously.
